Pretty standard futurist military stuff for 2020, just in ideograms. Also it’s probably meant for offshored unsinkable terraformed aircraft carriers in the South China Sea, which is something not everybody has or does.

Many more at the site - you can tell what direction the state is going by the jargon they start using. These terms do not guarantee their sucess (after all, we are dealing with a large, centralized socialist government regieme), but it shows what they are thinking.
