This program "sounds" good. I do not think that it will "do" good and am willing to bet that there is no accountability built in to the system. Fraudsters are salivating and lining up at the front door for their handout(s).

California Looking To Pay Drug Addicts To Stay Sober
Frustrated by out-of-control increases in drug overdose deaths, California’s leaders are trying something radical: They want the state to be the first to pay people to stay sober.
And the program:
It works like this: People earn small incentives or payments for every negative drug test over a period of time. Most people who complete the treatment without any positive tests can earn a few hundred dollars. They usually get the money on a gift card.
Love it - small payments. All you have to do is jin up a couple thousand "clients" and you have a nice steady source of cash. And if course, the program's director is not going to call foul. If there was rampant fraud discovered, the program might be shut down and that would take away the director's rice bowl. Can't have that.

Doing something that "sounds" good is a very liberal thing to do. There is little or no thought put into the program, all that is needed is for it to sound good. After the fact, there is no accountability. People do not do the basic research to see if this new program is actually doing what it intended to do. More often than not, it is not addressing the problem and additionally, adding some new layer of confusion and harm.
The liberal reaction when this is brought to light is to expand the offending program. They could not have made a mistake - after all, they are the brightest and the best. It must be that the program was just not given enough money or resources. They need to take the failing program and make it bigger so that it can do even more fail.
