Some people from New Zealand are doing a mid-range SDR - Software Defined Radio. Here is the Kickstarter page: KiwiSDR: BeagleBone Software-defined Radio (SDR) with GPS
Been playing around with a different design of SDR - this one is made by SDR Play and is a complete general purpose receiver spanning from 100KHz through 2GHz. A lot of fun for $150.
The KiwiSDR has the advantage that you run it through a HTML5 web browser and up to four people can log in remotely and operate independently. Might have to take a look at the bank balance and kick in for the kit. Having a GPS reciever (for time data - not position data) means that you can do accurate location of transmitters with more than two of these recievers.
