UPDATE below
This is actually normal for this area and time of the year but... raining softly. It has actually been a very cool and damp spring. Forecast is 40% chance of showers tonight with clearing expected sometime around Wednesday the 6th.
What is interesting is that despite the rain falling, the river levels are very low - here is the Middle Fork of the Nooksack running at about half the historical average.

July 4th Weather and the Coolest Early Summer in Years
Looking at the model forecasts for the next week, I was taken aback--it was more reminiscent of middle spring than early summer, with much below normal temperatures and lots of showers. This is a VERY different situation than last year and the persistent low pressure over the coast is not going anywhere fast.
