Quite the nice scam if you can get it - from the London Daily Mail:
Exposed: How top university helped secure £9 million of YOUR money by passing off rivals' research as its own... to bankroll climate change agenda
One of the world's leading institutes for researching the impact of global warming has repeatedly claimed credit for work done by rivals – and used it to win millions from the taxpayer.
An investigation by The Mail on Sunday also reveals that when the Centre for Climate Change Economics and Policy (CCCEP) made a bid for more Government funds, it claimed it was responsible for work that was published before the organisation even existed. Last night, our evidence was described by one leading professor whose work was misrepresented as 'a clear case of fraud – using deception for financial gain'. The chairman of the CCCEP since 2008 has been Nick Stern, a renowned global advocate for drastic action to combat climate change.
Everything points to a long stretch of cooling in the future - how much of that £9 million could have been spent on insulating houses of the poor and elderly? Retrofitting efficient heat pumps, etc... You know, actually doing something instead of more self-sustaining "studies".
Much more at the site including links to the actual papers and proof that they were swiped from other people's work. The agency in question gets a lot of other funding from private donors as well as other British agencies - total of about £30 million.
I hope that they are disbanded but I know that there will be some tsk tsk noises made, a period of public quiet and media avoidance and then it will be back to business as usual. Some people will be publicly "fired" from their positions but they will be then hired at some other position in the agency a few months later, frequently at a higher salary. This is how bureaucracies take care of their own.
