Reading between the lines on this article from The Oregonian:
Portland police to halt, purge all gang designations
Portland police next month will end their more than 20-year-old practice of designating people as gang members or gang associates in response to strong community concerns about the labels that have disproportionately affected minorities.
So some activists in Portland are complaining that the majority of people involved in gang activities are people of color? They decry this so what does Portland do? Roll over, play the diversity card (All Hail Diversity!) and kill off one of the tools they have for policing illegal gang activity. The Oregonian also published the Police data:

Of the 359 people on the gang list, 18% are white, 81% are a racial or ethnic minority, and 64% are black. Unlike the U.S. Census, the list does not allow people to be multiple races, or to be both "white" and "Hispanic."
The police need to be able to do their jobs and protect the other 99% of Portland's citizens who want to live their lives in peace. The actions of a few a**holes are making it difficult for everyone.
