Looks like we have a real special kind of stupid over on the next island.

Man arrested after low-speed, nighttime bicycle pursuit
A man who led a deputy sheriff on a very slow-speed pursuit on his bicycle at night is facing criminal charges, according to court documents.

Prosecutors charged Spencer T. Tlougan, a 22-year-old Minnesota resident, in Island County Superior Court Feb. 5 with two counts of assault in the third degree.

A deputy with the Island County Sheriff’s Office was driving on State Highway 20 near Libbey Road just before 9 p.m. on Feb. 1 when he saw a bicyclist dressed in black riding on the narrow shoulder of the road. The deputy saw another vehicle narrowly avoid striking the bicyclist.

The deputy activated the emergency lights on his patrol car and told the rider over his PA to stop, but the bicyclist pedaled faster. The deputy followed the bicyclist as he continued traveling north, occasionally looking back at the deputy, according to the deputy’s report on the case.

The bicyclist, later identified as Tlougan, finally stopped in the San de Fuca area, dismounted and threw the bike at the patrol car, the deputy wrote.

Tlougan took “a fighting stance” as the deputy exited his car.

“He told me his name was Paul Walker and he was the baddest man in the world and he was going to beat me up,” the deputy wrote.

The deputy saw that Tlougan was holding metal knuckles, which he appeared to be about to throw at him. The deputy deployed a Taser, which struck Tlougan and caused him to fall to the ground.

Tlougan continued to be aggressive as other deputies and paramedics arrived. He kicked a deputy during a struggle and was placed in a leg hobble but was able to get out of it on the way to jail. He violently kicked the partition in the patrol car and threatened to burn down the deputy’s house and kill him, the report states.

Tlougan appeared in court Feb. 2 and his bail was set at $20,000.
