That is it - they are not hoovering up anyone they can get, they are looking for specific people.
When you target a Federal property - be it a building, a person or a vehicle - whatever... the response is not going to be from the local constabulary. The response is going to be from Federal law enforcement officers and they operate under an entirely different set of rules. The penalties are usually a lot harsher. The Federal government learned its lesson 40 years ago when it never really prosecuted our domestic terrorists.
Now? The gloves are off. Good riddance. Actions have consequences.
