Bill Gates is not particularly smart. He has an incredibly strong competitive streak and happened to lie his way into the right place at the right time. He told IBM that he had a working Disk Operating System for the new IBM PC. He did not. He turned around and purchased QDOS from Seattle Computer Products which was, in fact, a partial clone of Digital Research's CP/M operating system - the standard for pre-IBM systems.
Unfortunately, BillG read Issac Asimov's Foundation Series somewhere along the way and he sees himself as a modern-day Hari Seldon out to save the world. To gently guide us poor people down the right path. To nudge us towards the one-world-government utopia that we do not know that we need.
Elon Musk on the other hand is a really smart cookie. He also has the entrepreneurial spirit needed to pull it off. He is doing groundbreaking work in several separate arenas. Motor vehicles, rockets to space, tunnels, power storage, medical instruments. He had this to say recently - from LifeSite:

In a “Sway” podcast interview with The New York Times’ Kara Swisher, the “billionaire entrepreneur” stated his firmly held belief that lockdowns are irrational.
“What we have is something with a very low mortality rate and high contagion,” he told Swisher.
“And something that is of low risk to a young person is of high risk to an older person. Essentially, the right thing to do would be to not have done a lockdown for the whole country. (...) I think anyone who is at risk should be quarantined until the storm passes.”
