Relaxing sanctions with Iran? Done. Taking care of the people of Texas? That will take a while - from The Federalist:

One Week Into Texas Winter Disaster, Biden Finally Plans To Meet With FEMA
One week after a winter storm made its way across the United States to Texas, leaving millions without electricity, heat, and access to food and water, President Joe Biden finally signaled his intent on Friday to meet with Federal Emergency Management Agency administrator Bob Fenton and potentially sign a major disaster declaration following pressure from Texas officials.

“The major declaration that the governor is requesting now allows me to not only do more things to repair permanent infrastructure, but also the ability to help individuals. So we just got that this morning, and we’ll be evaluating that and meeting with the president here to discuss it later on today,” Fenton said on “CBS This Morning.”

They had a solid forecast for the storm two weeks in advance of it hitting.  FEMA can not operate without direct orders from the State and from the President. Governor Abbott was very proactive in getting them in there but the act of Declaring a National Emergency can not happen without an order from the President.  This declaration will free up a lot of resources - aid, supplies, infrastructure reinforcement, cash. Why did Biden delay until just now? Can't be bothered with a Red State?
