The Texas State Representatives fled to Washington D.C. in a very public move to try to block a voting security bill. Their thought was that if they were not there, the Texas House would not have a quorum and could not vote. The Texas Senate had a much higher percentage of Republicans so that bill passed 18-4 - from FOX News:

Texas state senators passed a GOP-led voting reform bill Tuesday, following Democrats' departure from the state in a move to stall passing the House's version of the bill.
In a party-line vote, 18-4 Senate Republicans passed a bill that would more heavily regulate voting laws, an effort that Democrats have dubbed as ‘Jim Crow 2.0.’
Yeah - another case of the Democrats not having anything to offer so they cheat. Their argument is funny as the Jim Crow 1.0 laws were passed by Democrats and not Republicans. The history of the party is worth looking at.
