Most problems have simple causes - this one?  For this city?
From Oregon Public Broadcasting:

Oregon demands quick fix to high lead levels in Portland’s water
Since the late 1990s, Portland has exceeded the federal safety threshold for lead 11 times

It’s been six years since Dr. Marc Edwards first identified toxic levels of lead in the water in Flint, Michigan.

Since then, the Virginia Tech Professor, credited alongside his colleague with calling the world’s attention to a brewing water crisis in Flint, has grown bewildered by lead levels in a different city: Portland, Oregon.

Edwards, who specializes in water treatment, is blunt: “This is worse than Flint.”

Lead?  From the Environmental Protection Agency:

Even low levels of lead in the blood of children can result in:

    • Behavior and learning problems
    • Lower IQ and Hyperactivity

Certainly seems to describe many of the Portland denizens - both in cerebral function and in maturity.
