Sweet small town.  Not a mask in sight.  Not even in the police department, the city hall or the library. Nobody.
"Official" signs recommending their use in those places? Sure. Actual people wearing actual masks? Nope.

Common sense reigns here.  Also, they have been very careful to maintain their small-town character.
All development is on the highway about two miles outside of town.
