Grocery stores have about three days of fresh stuff (produce, meat, dairy) and about ten days of shelf-stable stuff (canned goods, cereal, dry goods)  A shut-down of one week would expose this dramatically. Two weeks and the cities would be unlivable.  Even if only 10% of the truckers respond, this will have a significant impact.
