Simple as that.
The primary reason? The destruction of the black family unit - the household.
The primary solution? Get rid of welfare and any incentive for having more children without a father living in the house.
Lyndon Johnson did this specifically with his Great Society - he was quoted as saying that: "My plan will have those ni**ers voting Democrat for the next 200 years"
