First-order thinking is the simplest:
Event→Response
Second-order thinking is more complex:
Event→Response(consequences of response)→Adapt response to mitigate consequences→Final response
Third-order thinking adds another stage of adaptation. First-order is easy and it is what most politicians do to "fix" a "problem" and they leave the consequences to the next generation of politicians to fix. The Community Mental Health Act of 1963 is directly responsible for the homelessness and vagrancy we have today but the people who authored this bill are long gone (and hopefully relaxing in a nice pool of brimstone and molten sulfur).
A perfect example of this is happening right now - illegals are flooding through the border. Regardless of their status, they need to be housed somewhere so this shit happens.

Nearly two dozen struggling homeless veterans have been booted from upstate hotels to make room for migrants, says a nonprofit group that works with the vets.
The ex-military — including a 24-year-old man in desperate need of help after serving in Afghanistan — were told by the hotels at the beginning of the week that their temporary housing was getting pulled out from under them at the establishments and that they’d have to move on to another spot, according to the group and a sickened local pol.
That is disgusting - our Veterans are being kicked out of their housing in order that the illegals can be put on the taxpayer dole. They should have been turned away at the border. This is by design.
Talk about brain-dead first-order thinking by the local politicians. Second order would be to have set up emergency FEMA tents in advance. We knew they were coming. Our "leaders" failed to look at the calendar and to plan ahead.
