What is it with Michigan - power outage again

On the heels of the last major outage (here, here and here) Michigan now has 20,779 customers without power. A whole bunch of outages scattered over the Dearborn/Detroit area and a some large swaths in the rural areas to the North.

The only news items I can find are for the 06/20 storms that caused the prior outage - this was two weeks ago.
Fun and games with infrastructure. 
They paid to build it in the first place.  Cheaping out on maintaining it is downright stupid.
But I want to fund this music festival. This food give-away. This social program.

And they wonder why their inner cities are such 3rd world shitholes.
